Egypt-China Air Drill Draws Attention of US and Israel

Chinese and Egyptian fighter jets are flying together over Egypt in the second “Eagles of Civilization” exercise, deepening a military relationship that is drawing attention well beyond the two countries. China has deployed its advanced J-16 fighters to Africa for the first time, while Egypt is participating with aircraft including its French-made Rafales.

The exercise includes air combat tactics, air superiority operations and combat search and rescue, with Chinese and Egyptian pilots conducting joint training under simulated combat conditions. But the bigger story is not the aircraft themselves. It is what the exercise says about Egypt’s expanding defense relationship with China, despite Cairo remaining one of Washington’s most important security partners in the Arab world.

US watches Egypt diversify

For decades, the United States has been central to Egypt’s military relationship with the outside world, providing billions of dollars in military assistance and supplying much of the Egyptian armed forces’ equipment. But Cairo has increasingly diversified its defense partnerships, buying weapons from France, Russia and other countries while developing closer military ties with Beijing.

The Eagles of Civilization exercises are one of the clearest signs of that shift. The first was held in Egypt in 2025, with Chinese J-10C fighters taking part. This year’s exercise involves the larger J-16 and is designed to expand cooperation between the two air forces.

That has raised questions about how far the relationship could eventually go. Analysts have pointed in particular to the possibility of future Chinese arms sales to Egypt, arguing that greater access to Chinese systems could reduce Cairo’s reliance on Washington and give Beijing a larger security role in North Africa and the Middle East.

Hussein Kamel Haridy, a former assistant to the Egyptian foreign minister and former director of the ministry’s Department of Israeli Affairs, speaking to i24NEWS, said Cairo does not view the exercise as a challenge to its Western partners.

“The exercise between the two air forces is normal from an Egyptian point of view. We hold such exercises regularly with other countries,” said Kamel Haridy to Nicole Zedek on Middle East Now.

He also rejected suggestions that closer military ties with China would undermine Egypt’s relationship with the United States or Europe. “I don't think that these exercises or our cooperation with China in the military field will impact negatively on military technology of the West or on our cooperation with the West.”

Haridy added that Egypt is “fully aware of the concerns of the Western countries” and has no intention of compromising those relationships.

Why Israel is Paying Attention

Israel is watching the trend for a different reason. The concern is less about the Eagles of Civilization drill itself than about what deeper Chinese-Egyptian military cooperation could eventually mean for Egypt’s capabilities.

Reports have repeatedly linked Egypt to possible interest in Chinese J-10C fighters and other advanced Chinese systems. No purchase of the J-10C has been officially confirmed, and China has previously denied reports that such a deal had been completed. But the possibility has attracted attention because Chinese weapons could give Cairo access to capabilities that are less subject to the restrictions that often accompany Western arms sales.

That matters particularly to Israel, which has traditionally maintained a qualitative military edge over its neighbors. Analysts have argued that a larger Chinese role in Egypt could complicate Israeli calculations if Cairo eventually acquires Chinese fighters, radars or long-range weapons that the US and Israel have less influence over.

Haridy dismissed the idea that Egypt’s cooperation with China should be viewed as a threat to Israel. “I don't think that our cooperation with the Chinese in the air force would pose a threat. It's a defensive measure on the part of Egypt, and we are preparing the Egyptian army to meet any contingency in the future.”

He also pointed to recent discussion in some Israeli circles about the possibility of a future deterioration in relations with Egypt, while stressing that such comments do not represent official Israeli government policy.

Greater Independence

Eagles of Civilization does not mean Egypt is abandoning the United States for China, nor does it signal a new military alliance. Egypt continues to maintain extensive defense relationships with Washington and European countries, while its air force already operates a mixture of American, French and Russian aircraft.

What the drill does show is that Cairo wants more options. For China, the exercise offers greater access to one of the Middle East’s most important militaries. For Egypt, it provides another powerful defense partner and potentially another source of advanced weapons.

And for the US and Israel, that makes the direction of Egyptian-Chinese military cooperation increasingly difficult to ignore.
