Yanis Yushebayev, a prominent figure long known to Israeli law enforcement and described as the head of a Bukhara organized crime group, was shot dead on Sunday at a gas station near Caesarea.

The killing marks the latest episode in a broader struggle involving organized crime networks along Israel’s northern coastal region, where police have been contending with shootings, grenade attacks and violent disputes in and around Hadera.

Yushebayev had been considered a significant target of the Israel Police Coastal District’s Central Unit. He was arrested earlier this year but was subsequently released.

Police from the Hadera station launched a manhunt for those responsible for Sunday’s shooting.

Security-camera footage from the gas station appears to show Yushebayev leaving a convenience store shortly before the attack. A man wearing a cap is seen turning toward him and firing a handgun at close range, striking him from behind. Yushebayev then collapses to the ground.

Over the years, Yushebayev had been the subject of numerous police investigations, although many of the cases did not ultimately result in indictments. Israeli media reports have portrayed him as maintaining the outward lifestyle of a wealthy businessman despite his alleged connections to organized crime.

His name had also surfaced in reports surrounding a series of violent incidents in Hadera, including exchanges involving gunfire and grenades.

The killing comes against the backdrop of continuing concerns over organized crime and the increasing use of explosives and firearms in disputes between criminal groups.

Earlier this month, a fragmentation grenade was thrown at a newly opened branch of the Japanika restaurant chain in Hadera, an incident that further highlighted the level of violence confronting authorities in the area.

Police have not yet publicly established whether that attack and Yushebayev’s killing are connected, and the motive for Sunday’s shooting remains under investigation.

Yushebayev’s death could also have consequences beyond the killing itself. The assassination of a senior figure in an organized crime network can alter existing alliances and rivalries, potentially creating a struggle over territory, influence and criminal operations.

Investigators will therefore be examining not only who carried out the shooting, but whether it signals a broader shift in the balance of power among criminal organizations operating in the region.
