Netanyahu, Kushner reach Gaza roadmap agreements as Hamas disarmament remains key condition
Following Netanyahu-Kushner meeting, Israel and US agree first-stage Hamas weapons handover will go directly to American forces for destruction

Prime Minister Netanyahu and US President Trump’s envoy Jared Kushner held a lengthy meeting Monday as Israel, the United States and the Board of Peace moved toward implementing the next stage of the Gaza roadmap.
The meeting, which lasted more than three hours, brought together senior Israeli, American and Board of Peace officials and resulted in a series of agreements on how the roadmap is expected to move forward.
On the Israeli side, participants included Shin Bet chief David Zini, the director of the National Security Council and Netanyahu’s military secretary. The Board of Peace was represented by a large delegation, including senior officials Nikolay Mladenov and Tony Blair, US Ambassador to Israel Mike Huckabee and American military officers.
The central issue in the discussions was Hamas’ disarmament, which the sides agreed must precede any reconstruction of Gaza.
According to sources familiar with the talk to i24NEWS, there was full agreement that reconstruction efforts in the Gaza Strip will not begin until Hamas has been fully disarmed throughout the territory.
The understanding places Hamas’ weapons at the center of the next phase of the roadmap, as now the organization must demonstrate its willingness to disarm before the broader reconstruction process can begin.
The sources said the agreement was reached despite Hamas’ demands for Israeli military concessions as part of the process.
Netanyahu also made clear during the meeting that Israel will maintain its operational freedom in Gaza.
According to the sources, targeted Israeli operations will continue, including against immediate threats. This position, they said, stands despite Hamas’ demands and comments attributed to President Trump in an interview earlier Monday.
There will also be no withdrawal of Israeli forces from the Yellow Line before Hamas is disarmed.
The sources further rejected reports that the implementation of the roadmap would involve a dilution of Israeli military forces or a significant reduction in the IDF’s presence at this stage.
The sides also agreed that Hamas must begin handing over its weapons now if it wants to demonstrate that the disarmament process is viable.
The Board of Peace clarified that weapons surrendered by Hamas, including both light and heavy weapons, will be destroyed rather than transferred to a Palestinian governing body.

Israel and the United States agreed that, during the initial stage of the process, Hamas will hand the weapons directly to an American force. The weapons will then be destroyed under the responsibility and supervision of US General Jasper Jeffers.
The weapons will not initially be placed in the hands of the proposed Palestinian council or technocratic government. The discussions also produced an agreement on sanitation operations throughout the Gaza Strip.
The move follows warnings and concerns over deteriorating sanitary conditions and the potential outbreak of disease in the territory. The sanitation effort is expected to form part of the initial measures accompanying implementation of the Gaza roadmap.
Taken together, the agreements represent a framework for moving the roadmap into its implementation phase, with Hamas’ disarmament emerging as the principal condition for progress.
